WhatsApp Business API: cost per message, providers and when it pays off
Many customers would rather send a WhatsApp message than an email. Small businesses manage well with the free WhatsApp Business app for a long time. But once several employees should reply, messages need to go into the CRM or appointment reminders should go out automatically, the route leads to the WhatsApp Business API, which Meta now calls the "WhatsApp Business Platform". This article explains what it costs and what to watch out for, with prices for Germany as the example.
App or API?
The Business app is designed for one phone and a few people. The API has no interface of its own; you use it through a provider (Business Solution Provider) or your own integration. The API pays off if at least one of these applies:
- Several employees need to reply from a shared inbox at the same time.
- Messages should land in the CRM or ticket system automatically.
- You want to send automated messages: appointment reminders, shipping confirmations, callbacks.
- A bot should answer simple questions and hand over to people.
What the API costs
Since 1 July 2025 Meta charges per delivered message instead of per conversation. Prices depend on the category and the recipient's country:
- Marketing: offers, newsletters, re-engagement. The most expensive category; for Germany providers quote around €0.11 per message in 2026.
- Utility: order confirmations, appointment reminders, shipping status. Much cheaper, around €0.05 per message.
- Authentication: one-time login codes.
- Service: free-form replies within 24 hours of the customer's last message. The first 1,000 service messages per month per phone number are free.
Messages from customers to you cost nothing. On top come the fees of the provider you use the API through: usually a monthly base price for inbox and users, sometimes a per-message mark-up. Compare providers on total cost at your expected volume. Binding Meta prices are in the official rate card and are adjusted regularly.
Rules you need to know
Outside the 24-hour window businesses may only send Meta-approved templates. For messages you initiate, you need the customer's opt-in for WhatsApp; for marketing, German competition law additionally generally requires explicit consent.
Since January 2026 the terms exclude general-purpose AI assistants whose main purpose is a chatbot for any question. Bots that provide customer service for your own business, such as orders, appointments or opening hours, remain allowed.
Privacy: sign a data processing agreement with the provider, mention WhatsApp in your privacy policy and use the API through a company account, not employees' private phones.
How setup works
You need a verified Meta Business account, a phone number not active in the WhatsApp app at the same time, a provider and approved templates for automated messages. We then connect WhatsApp to your CRM or shared inbox, set up appointment reminders and, if wanted, a bot that hands over to staff. Such an integration starts at €600 with us.
Frequently asked questions
- Can I keep my existing WhatsApp number?
- Yes, a number from the Business app can be migrated to the API. Depending on the route you may have to give up the app on that number, so plan the move in advance.
- Is the API worth it for a small business?
- If one or two people reply and no automated messages are needed, the free Business app is often enough. The API pays off once several employees, CRM integration or reminders come into play.
- Can I send customers marketing via WhatsApp?
- Only with consent for this channel and through approved marketing templates. Without consent you risk legal warnings and Meta blocking the number.
