Google Ads cost: what budget a small business really needs
Google Ads has no minimum budget, yet many small businesses burn their first budget without a single enquiry. The reason is rarely the click price alone. It is a test budget that is too small, keywords that are too broad and a landing page that does not sell. Here is how costs arise and how to calculate a realistic budget.
How Google charges
You pay per click; the price comes from an auction based on your bid and the quality of ad and landing page. There is no minimum budget. Important for planning: according to Google, a campaign can spend up to twice its average daily budget on a single day, but no more than 30.4 times the daily budget in a month.
A €20 daily budget therefore means up to about €608 a month, with days between €0 and €40.
What a click costs
Click prices depend heavily on industry, region and competition. The 2025 benchmark report by WordStream by LocaliQ, based on more than 16,000 campaigns mostly in the US market, gives an average cost per click of about $5 and an average cost per lead of $70.11; legal services are among the most expensive industries. For Germany and the rest of Europe such averages are only a rough guide.
More reliable is the Keyword Planner in your Google Ads account: it shows top-of-page bid ranges for your keywords and your region.
Calculate a test budget in four steps
Instead of a gut feeling, work backwards from the number of enquiries the test should deliver:
- Take the click price from Keyword Planner, for example €3.
- Estimate the landing page conversion rate, cautiously at first, about 3–5%.
- Set a test goal: at least 10–20 enquiries to learn anything at all.
- Budget = enquiries ÷ conversion rate × click price. For 15 enquiries, 4% and €3 that is about €1,125.
Where small budgets get lost
With small budgets, settings decide between success and loss. The most common mistakes in new accounts:
- Broad match keywords without negatives: clicks on free, jobs or do-it-yourself searches.
- Ads pointing to the home page instead of a matching service page.
- No conversion tracking: Google then optimises for clicks, not enquiries.
- Too wide a region, or ads running at hours when nobody can call.
- Too many campaigns for a small budget: better one campaign with the strongest keywords.
Frequently asked questions
- Is there a minimum budget for Google Ads?
- No. A test only becomes meaningful when the budget buys enough clicks for several enquiries.
- How fast will I see results?
- Ads usually run within a few days. For reliable conclusions, plan several weeks and enough clicks.
- Is an agency worth it for small budgets?
- Only if management fees are proportionate. With small budgets a clean setup with tracking often matters more than ongoing management.
